Minnesota State Capitol Restoration

In 2011, the State of Minnesota retained MOCA Services to provide an innovative, data-driven project implementation plan that could achieve bipartisan support for the 378,825 square foot Capitol and its grounds.

MOCA Services managed all aspects of the design and construction process for this building, including hosting a series of workshops collaborating with tenants, stakeholders, and the general public. These workshops kick-started an end-to-end partnering solution benefiting from innovative collaboration.

MOCA Services completed the final project under budget and on schedule. Over 10,000 visitors went through the restored Capitol upon its opening in 2017. Furthermore, the legislature authorized the construction of a new Senate Office Building and a new multilevel parking structure to support the Capitol, all based upon the master plan that MOCA Services proposed.

“MOCA Services brought to the team not only the knowledge and experience necessary to accomplish restoration of Minnesota’s historic State Capitol building but also the collaborative approach that was required to build trust and credibility with key stakeholders and the public that was necessary to secure the substantial funding needed to complete the project. The MOCA Services team fully understood the significant challenges involved with integrating modern building and life-safety systems into the building while preserving (and in some areas returning) historical integrity. They provided a focus on collaboration across the project team and with stakeholders to fully engage the available expertise to identify and incorporate optimal solutions and facilitate execution of the project.”
