U.S. Army Corps of Engineers (USACE) – Norfolk District

Fort Belvoir Hospital Campus

The Fort Belvoir Community Hospital program was a five-year initiative, budgeted at approximately $900M and providing over 1.7M square feet of new hospital and support facilities.

MOCA Services provided schedule management, cost estimating support, project controls, progress surveillance, earned value management, change reviews, claims analysis, and other construction management support for the facilities on the Fort Belvoir Hospital complex. These were under contracts with both the Norfolk District and the Baltimore District.

MOCA Services’ support was provided by six on-site personnel and reach back support from our corporate office. Our support team consisted of architectural, structural, civil, mechanical, electrical, scheduling, risk analysis experts, and systems programmer support.

As a result of integrating the construction program with other elements of the project, cost and schedule significantly reduced risk to the overall program.
