Spanish Fork City retained MOCA to align the needs of a new library, senior center and city office facility with the wants of the community to determine the best direction for the city. MOCA facilitated multiple workshops with the city’s steering committee, a citizen’s committee, and the general public to identify their goals, objectives, and vision. MOCA aligned the visions of each group which created “Guiding Principles.” These principles established a joint vision and clear guidelines that were followed to define the project’s size, scope, budget, and level of quality.
